From 2015 to 2017 as the DG for multilateral political affairs he also acted as co-rapporteur of the UN Secretary General on the reform of UNRWA and as the coordinator of the UN World Humanitarian Summit held in Türkiye.

As for his academic background, Assoc. Prof. Dr. Ulusoy is the holder of BA in public administration from Istanbul University, Faculty of Political Sciences; MSc from the London School of Economics (LSE) in European studies (MSc. thesis on European security cooperation ) and PhD from the Middle East Technical University of Ankara ( PhD. thesis on the constructivist identity analysisof the Turkish foreign policy).Additionally, he carried out post-graduate studies at the University of Oslo before joining the MFA and a senior course training at the NATO Defence College later in his career.

Assoc. Prof. Dr. Ulusoy, who also chaired in 2023 the Centre for Strategic Research (SAM), a think tank affiliated with MFA, is the author of various peer reviewed articles, book chapters and a book, including his academic presentations at international and national symposia, along with teaching in universities. His areas of interest and expertise include social constructivism in IR and foreign policy analysis, security studies, human rights and humanitarian affairs.

He speaks Turkish (native), English and French professionally. He also knows German and Norwegian at intermediate and basic levels respectively.

He is married with one daughter.
